Yep this is an ongoing arg from valve! Here is the wiki if you haven't seen it yet.

Kinda difficult to see where the trail began from that wiki - am I right in thinking the ARG being detailed on it spreads across a plethora of Steam games, and is Valve-centric, rather than Portal 2-centric?

Yeah Potato Fools Day has been spread across multiple steam games. Some so far think it is an extended April Fools day joke or it may actually be the start of a Portal 2 ARG. More or less it has been used to promote a sale that started over the weekend on steam known as the potato sack indie sale. The games in the sale also have jumbled phrases hidden in them:
Quote:

AAAAAAAAAAAAAAAAAAAAAA: Buy monkeys! Buy monkeys! Buy monkeys! Buy monkeys! Buy monkeys! Buy monkeys! No, wait. Don't!

Amnesia: Liar! Alias does too use dust as a sore muse

Audiosurf: Tire & rope; tie self. Too irate, so I eat a sheep.

Cogs: Safe, we avoid no seaside noises as we loom.

Defense Grid: Wife ire - avoid evil maidens. Be good, okay?

Rush: 6teen dot data. Ovened a hot nut, no hen.

Super Meat Boy: Data issued teases due to kid hair aroma.

Oh and everyone who plays Killing Floor knows that money=potatoes right now. Which was funny at first but ehhh.

I found this in the website http://www.g4tv.com/thefeed/blog/post/711926/half-life-2-episode-3-clues-revealed-in-portal-arg-puzzle/

Quote:
A very complex puzzle called the Portal Alternate Reality Game (ARG) has been revealing quite the interactive story over the past few weeks and has just got a lot more interesting as some Half-Life 2: Episode 3 clues have emerged. The ARG is what lead to the recent Potato Sack Bundle frenzy where PC gamers were playing massive amounts of indie games in an effort to get Portal 2 released a few days early. The new clues in the ARG come from some morse code that played over Steamcast, an unofficial Valve fan radio show. The morse code read: It’s not over the others have been compromised.

Since Valve has been supporting indie games so much through the Potato Sack sales, it's no surprise that the company also wanted to do something else within the community. The Valve ARG Wiki also received an encrypted file that when accessed said:

—LOG FROM [ REDACTED ], BY J.H. TO C.J.—

1. We designed the entire thing to be very, very durable. It was easy to get the materials since everyone’s been thinking
it’s a simple icebreaker ship. Ha.

2. We have made sure to strip it of anything not necessary, so that we have plenty of space for it. It doesn’t have any
backup supplies in the event the crew runs out of food, though. And there isn’t much food onboard in the first place.

3. In the event you need to send it off all of a sudden, use the OR box with code ‘hb1′.

That’s all, C.J. Not much else I can tell you other than this won’t leave a blight on our record. Mesa is going to be sore
when they see what we’ve done.

We can gleam a few Half-Life 2: Episode 3 clues from the two messages. First off, as Aperture Science, (the research facility in Portal) is Black Mesa's (the research facility from Half-Life's) rival, Black Mesa could be considered the "others" from the morse code message. Also, C.J. from the encrypted message could definitely refer to Cave Johnson, the CEO of Aperture Science. We're not too sure who J.H. is at this time, but I'm sure we'll find out soon. The encrypted message also obviously mentions Mesa in the final line and also a nod to the Borealis ship from Half-Life 2: Episode 2 with the icebreaker ship line.

* DETAILS: Indie Developers Respond To The Potato Sack Bundle

When Portal 2 comes out tomorrow it will surely reveal even more hints that lean towards the announcement of Half-Life 2: Episode 3, or even potentially Half-Life 3. Have you been following the ARG Puzzle and are excited about these clues?

I would like to know what and where this OR Box is and what happens if we (theoretically) enter in the code.

Might be a little spoiler for something we have to do Wink.
