The packages were being sent to the criminals from another badguy. We were intercepting them to see what was inside. Read the wiki.

Right, but there is no reason that the Joker should be involved with the cops, at least none that we've seen so far. Up until this point those two story lines have been completely seperate.

The Joker isn't working with the cops. He's working with The Mob, who's got some cops working for them. The packages were intercepted coming from The Mob en route to the crooked cops.
