Here is the result of contrasting & sharpening the hell out of that image X posted.
Then I decompiled the swf to get to what the missing ascenders on the 1st and 4th letters were.
Close as i can tell:

its a derivative of blackjack. there is a 2 card winning hand and several 2 card auto losses. If we can figure out what the cards represent we should be able to beat it

Here are the Mayan number glyphs from this pdf link: famsi.org glyph guide
When I get a chance, I'll edit this later to just the glyphs that are used.
eta: Attached are the glyphs used in the game with their numeric value. I haven't seen 10 (Lajun in Mayan) used in the game yet, so I've left both glyphs for that one. I mention it because we've been told to always look for what is mssng.
The words xaman, lakin, nohol, and chikin are north, east, south, and west in Mayan. Their colors white, red, yellow and black are the same inner circle colors from the "direction.jpg" .
edit 2: MerRabbit found the ten, so I've updated the list.

I'm new to this ARG, and I'm very exited that it's about Jericho. I found something interesting at that website. Theres references to a Halloran Farm, which is a real farm in Jeffersonville, New York.

Could you specify what page you are seeing that on?

Directions Casino How did you arrive at these numbers? Are you sure that the numbers and the orientation are correct?

Some of the graphics in the clinic section are hilarious (and somewhat suspect).
Any ideas what's up with the directions page ?
Reminds me of reflected Gray Code like you'd see on a rotary encoder wheel.
Maybe something to do with the BHRC signals/directions?
In a resistor color codes schema(tying back to the radio aspect), the numbers would be:
Code:
0
-
9
-
9
-
9
4|0|6|0 2|2|4|9
4
-
5
-
2
-
6
with a 5 for the background
EDIT: Changed the "3's" to "4's".

Directions Circle Aren't these folks Cheyenne?

How does she DO that?
Nice find, drizjr!
Per this page , the 2nd ring could be Cree or (if the green is discounted) Black Elk.
Or, possibly, Chippewa.

The betting table has four sections and you can place your rice into any of them and you can also bet more after the deal. I'm wondering if the directions.jpg is some type of betting strategy.
ETA. Also, I just noticed that the colors on the inner circle match the colors on the table (white, north; red, east; yellow, south; black, west).
ETA2. And, in the clinic directions and hours post (http://sacredhatcasino.com/html/listmsg.php?idsection=2&idsssection=13) east is written in red, which matches also.

EDIT: Changed the "3's" to "4's".
That was just early spec on what the colors MIGHT represent.
Sometimes colors are used in puzzles to represent letters and/or numbers.
A common encoding uses the standard colors-to-numbers schema for resistors in electronics:
http://n1ofz.connares.org/resources/resistor_code.gif
After Driz' find of the Native American colors for directions, it was pretty much invalidated.
