We determined that it was spanish and that ZZ PP was EE UU (Spanish abbrev. for USA), FJ was "la", ZF was "el", and CZ was "de".

The Zimmermann Telegram was a telegram dispatched by the Foreign Secretary of the German Empire, Arthur Zimmermann, on January 16, 1917, to the German ambassador in Mexico, Heinrich von Eckardt, at the height of World War I. It instructed the ambassador to approach the Mexican government with a proposal to form an alliance against the United States. It was intercepted and decoded by the British and its contents hastened the entry of the United States into World War I.
"We intend to begin on the first of February unrestricted submarine warfare. We shall endeavor in spite of this to keep the United States of America neutral. In the event of this not succeeding, we make Mexico a proposal or alliance on the following basis: make war together, make peace together, generous financial support and an understanding on our part that Mexico is to reconquer the lost territory in Texas, New Mexico, and Arizona. The settlement in detail is left to you. You will inform the President of the above most secretly as soon as the outbreak of war with the United States of America is certain and add the suggestion that he should, on his own initiative, invite Japan to immediate adherence and at the same time mediate between Japan and ourselves. this would be correctly concurrent with pershing's expedition to mexico, but well after october 1914...
however, it would explain the bit about spying for the Germans...
