I'd like to say that's not someone (and with someone I mean TTA), but I remember when someone said the same during entry #59 and then that picture appeared in between the documents. Regardless, I think that's not someone in the background... At least intentionaly and with the express intention of we noticing it.

EDIT: Wait. Is it me or the clothes look alike the person seen in #53, which was tagged as TTA due to "Reminder"?

Regardless, my position on this stands.

It looks like just someone in the park. It is a public place they are filming at. There's some sort of sports field on that end of the parking lot. Dude was probably going there.

TL;DR It's just an accidental catch of some random person in the park.

Are we all obsessing about the dude who's like, eight thousand miles in the background of the parking lot at the end of the video? You can't even tell if it's a guy or a girl, let alone of it has a beard, or not. That could just be some guy going to buy some smack from his dealer who hangs out deep in Rosswood Park... probably a very tall, thin and extremely well dressed dealer.
