It was a Fight Club reference, not a serious theory.

It was probably Masky what did the actual setting fire, but under The Operator's influence / orders while it is serving as Alex's partner

It was CAUSED by the Operatater-tot, which is what he feeds on, I'm assuming. Destruction and all that good stuff.

I think it was the Operator and whoever he was working with at the time. We know that based on meta, slendy likes fire and that season one had a good deal of meta. But also, we have Totheark who uses water as a common reference.
fire and water anybody?

In the interview on the Troyhasacamera YouTube, they stated that IG the Operator really likes fire. This is the main reason I believe that the Operator was connected to Jay's apartment burning down.
IG, as you pointed out, there does seem to be a fire/water theme going on here. Places where the Operator has been are clearly connected to fires in some way (burned down hospital, Rosswood, and the Basement O' Doom looked pretty burnt out as well). TTA not only uses water in their videos, but notice Hoody filmed a lot of the creeks when he brought Jay's camera back.
So I have to believe the Operator was at least connected to the fire.

I think the idea of the operator holding a match and dropping it in the middle of Jay's apartment then nonchalantly strolling out of his apartment while everything catches fire behind him is hilarious.
Or maybe he had a flame thrower a la "meet the pyro"
I think it might be Tim who burned down the apartment because I remember in one entry Jay said the ceiling was burned where Tim was found in entry 51. I think that suggests that he's the pyro.
