It seems that someone took the photo and then immediately turned around, while the shutter was still open and they were still holding up the camera, causing the motion blur to the left.

The white dots are almost certainly digital camera artifacts called "noise", caused by increased light sensitivity. When you take digital photos in the dark without a flash, some cameras automatically increase the sensitivity (they also automatically lengthen the exposure time, which would have caused the motion blur). An interesting side note - image noise can also be caused by electromagnetic radiation.

So, the photo was taken with a digital camera, at night, with the flash off, and the person who took it was apparently in a hurry to turn away.

It's too blurry to definitely say who it was.

That being said, breaking the photo down there's really two points of interest, whatever building that is and whoever is there.

The building looks police station / hospital ish.

My first guess at the figure is Tim, and I think we are meant to think that because of Jay's intervention he's back in a hospital somewhere. Possible jailbreak?

Edit: So does this mean Alex is still alive?

Edit edit: totheark already told us that Alex is still alive in Decay. Duh.

What if this means Jay has been captured?

Think about it, maybe Jay heard some sound outside the room of his hotel/wherever he was, picked up his camera and started filming... He then got a shot of TTA standing outside his room.

And now TTA uploads the shot on Jay's Twitter.

I mean if the person that took the picture was TTA there are 2 possibilities:
1) The person standing outside was Jay. Unlikely because normally he would have told us if he went on a nightly escapade to TTA's lair.
2 It was someone else, but then why would TTA post it on Jay's Twitter? To indicate TTA is in danger and in need of help? Doesn't really seems like TTA's MO to me.

Wow, living in a different time zone than you makes it difficult to follow any news. Yesterday before going to sleep there was nothing new on twitter yet, and this morning I already missed pages of posts about the new pic. Laughing
