It does, the vertical lines don't, but the horizontal lines do. It sorta blurs to the left and up

No, look at those silhouettes, they're cascading from the figure too. I'm down with the "Jay is moving the camera rapidly away or to the figure" theory.

I am probably just seeing things, but I can kinda see some of the text saying 'FISH' and possibly some sort of symbol.
I can't help thinking that the text is just a window sticker of some sort, not something added after it was taken.

We saw what we thought were the imprints of words in 60.5 too, but that didn't come to much...
The quality and contrast is too low to really enhance it to make out if they really are words or not.

The window panes are the same as in the abandoned building from entry 56. Obviously the window shown in the latest picture is wider than the examples here:
The thicker horizontal bar could be similar to the wooden beam behind Alex in this scene (only without any supports beneath):

What if this is a photo from before the place burned down?
Edit: The bottom left of the picture seems to be the foot of a bed (as best as I can tell) and the panes seem similar with the older building missing the bottom half. Seeing as we just learned this place was probably running in the 90's this picture could have been taken around then. TTA/Hoody has access to Tim's old medical records why not old pictures of the place as well?

A digital photo though? Also, that would make it less feasible for this photo to be taken, because that means both the photographer and the photographed are not people we currently know of.
Also want to point out for the record that most windows look generally the same. Like, everywhere.

It might be though, given the potential that the window only looks bigger due to motion blur (as discussed earlier in the thread).

Image blurs but starts with 9 panes that are square.
Another note: this looks like a xeroxing technique, where you slide the image along with the scanning element and it stretches the image. I've tried it before. Looks just like this. I think this may be a black and white copy. Would explain the image quality too.

If we remove the non-edited portion of the image, you can better see that the figure is Alex.

It would be an assumption that the image is digital. As Slusho pointed out it very well could have been scanned and slid across the scanner. TTA has used a lot of older footage for some things. B grade movie reels and the like. The question should who it is in the photo and if it is an older one how TTA/Hoody obtained it.
