I've come to the conclusion that the Observer is most likely Milo, who in the past five years has faked his death (or was perhaps divorced from his human form and thus appeared dead) and grown a beard. In the Token Letter, he emphasized the letters "M I L O", and the photos with Milo burned out of them make me think he's trying to erase that part of his life, or something. He might be physical, too, as the "FOLLOWING YOU" clip would suggest.

Milo may have been turned or subverted by Slenderman ("hollowed out" to use a phrase from another part of the Slendersphere) and is now helping guide Noah towards whatever terrible destiny awaits him at the boardwalk.

You can actually see his face at the end of the first thanksgiving episode, in the last frame. Someone had a pic with a shit ton of gain somewhere back in this thread. (or just take a pic yourself and play with ti in photoshop).

He also wears glasses and could loose some weight.
