Sorta solved? I figured out the equation for the pseinap factor and how to find the valid combinations...
Spoiler (Rollover to View):
Each pill has a score - the pseinap is the average (add up the scores and divide by 7).
By much trial and error, I calculated all the pill scores. There are twelve combinations in the correct range. I tried all of them - all in production.
(The data can be found here: http://www.tdl.com/~nokomis/subcitycentral/pillsolution.txt)
I also tried the first combination below the target (maybe a close-but-not-quite can be slipped into production?) but it didn't work.
I guess there's nothing more we can do here until we figure out how to slip in substandard combinations (if that's the point, that is) or the pseinap range is changed, or we find a hint as to what we're supposed to do.
(Thank you Stormalong for the pill groups.)

I believe this one should be marked as Solved also. Sedation Fabrication is now also on hold and the screen is blinking and becoming distorted in the same manner as the PB848 Fabrication. Just a few more bad cals for the old OMM and he's history.

Agreed, I believe we done with this.
Kudos to simokon for actually figuring out the formula.
Jimmy has fancy plans, and pants to match.
