Her blog says about the same. About the only interesting thing on Harlan that I can seem to find is that it used to be called Mt. Pleasant and it seems to be home to the largest cemetery for slaves/freed men who fought in the Civil War.

Some thoughts:
I really starting to scratch my head at some of these ciphers. It just doesn't make a lot of sense. Tanya obviously isn't into crypto and I get the impression that her sister wasn't either. Seems a good bet that she isn't really sending them. At best its someone helping Tricia and at worst its someone laying a trap for Tanya.
All the messages are really short and seemingly use slang. This is a great idea ... if you're not interested in having your encryption broken. You always need three things in order to decipher a crypto : ciphertext, the encryption method, and the key. We're only getting one of the three. Not good if time is of the essence.
I'm also not sure how such short messages help Tanya. "Save Me" isn't really a great clue.
Lastly, I would think this means our antagonist is anything but supernatural. I can't recall crypto ever fooling ghosts or demons, but I could be wrong.

I agree that the messages seem to come from someone other than her sister, and everything you said about the cryptos. They don't seem to have other purpose than to get her/us interested..

Hm, could be.. The accent is tilted the other way though. In that case I'm more inclined to think it's a è.

Whoops. You're right. Either way, it makes me scratch my head more. Its not the name of a place in Kentucky, I promise you that. If its part of a person's name, then that would be pretty impossible to decode. If we lose the ability to even assume the language the cipher is in (in this case we're assuming English), then there really is no way to decode anything. Perhaps it would help if we started listing out what the code isn't, then we can possibly narrow down what it is. We're also assuming right now its read left to right, top to bottom. What if its supposed to be top to bottom, left to right?

Except the accent is a grave - not an acute, and I can't find any language that uses a grave accent on a c.
Edit: beat me to it
Also, I don't think the one is a capital I -- there are no other capitals, but an l as in lamb.
