Just in case anyone wanted an explanation (although I'm sure everyone's figured it out) as to how to deal with the string of numbers and letters starting with BIYXIk1LT...this is how:

Spoiler (Rollover to View):
Take the long string of numbers and letters and Vigenere it, with the key being: In 2000 Howard shifted Reith to the Defence portfolio. Take the result and Base64 it, and you値l end up with something with a lot of Ms. Base64 that, and you値l end up with a sequence of numbers. Run those numbers through an octal decrypter, and you値l end up with a shorter string of numbers and letters. Base64 it three times until you end up with another sequence of numbers. Run those numbers through a binary decrypter, and you値l end up with a shorter string of numbers and letters. Base64 it, and you値l end up with the result I got.

thank you for that. i was sort of lost Smile

Ok, so what are we supposed to add?

'Plus Ten, Two hundred fifty, add forty to that'..

300... that's supposed to reveal the truth I guess...Unless I'm missing a number?

I get it.

IIIIIII get it.

Spoiler (Rollover to View):
Go to the Wikipedia article for Privilegium Minus.

Year: 1156.

Issued in Austria.

800 years later: Austria begins diplomatic relations with Israel. (Hence +800israel.)

Ten and forty...fifty.

Fifty years later...2006.

250th birthday of Mozart (Austrian born)

Below that, it's the "Tesla Year."

Tesla. Electrical genius.

Hence we are one step closer to unravelling the mysteries of what Michael Adams knows.

So much for urgency, Mike. Rolling Eyes

Well, now he says to "forget the borders that brought us here," so my guess is there's nothing up with Austria but a way to connect time periods.

Since the privilegium Minus was issued 17 september 1156 does that mean we have to wait until 17 September 2006?

Relations between Austria and Israel didn't open up on 17 September, 1956, so my guess would be no.

I dunno about the octal-looking stuff, but the top string:
Spoiler (Rollover to View):
base64 gives you "Dro wuxwk nzxpd fa ifdeq." Each of those words is rot-ed differently (16, 23, 15, 14, 3), and it says "The truth comes to light."

The numbers are strange because, de-octaled, it looks like this:

I added the line breaks. Weird repetition - I'm not sure what to do with it.

Well, hex does result in real characters, so that may be something.

Incidentally, tis a 16x16 grid.

This may be me being insane, but if "the truth" that we were supposed to find is "Tesla," then perhaps "the truth comes to light" could mean "Tesla goes to work for Thomas Edison?" Which, y'know, he did.

(edit: I need to not post for a while now because that title is so awesome)

Either that...

Or it's a Vigenere key.

Orrr...the truth is just going to be revealed in whatever this code is.

Sincerest apologies for the double post, but the code on Mike's LJ has changed.
