Sorry to keep you waiting guys, in work at the moment, so have limited access!
Ok here's the hint that led me to the answer (thanx CC)
Spoiler (Rollover to View):
They are both travelling towards the Disc, same direction. For one of them to see the disc 5 times smaller they need to be 25 times further away, and travelling at a speed to get level with the other person in the time it takes the light to get there. Assume the other person is not moving.
This got me there, with a wee diagram!
If this doesn't help, let me know and I'll post the solve.

Does that mean this is as simple as

one guy is 1 unit away from the disc, the other is 25 units away. The guy needs to move 24 units in the time it takes the light to go 25 units? Meaning 24/25 or 0.96C fractional?
can't be that simple can it?

I have to say though that I disagree with you ALISDAIRPARK about spoilers on silvers. I was under the impression there were a few places in the US selling cards? Either way, I don't think geography puts anyone at an advantage or disadvantage any more than who has cash and who doesn't. But this is why lovely people have taken the time to upload the cards to the forums, so we can all join in, even if we dont all get points for it, because anything such as the leaked emails which come as a result of solving cards, is then also shared with the rest of the forum. The leaderboard and the points arent the be all and end all, and even if they were, some of the silvers we've seen so far have not only been impossible to do on your own, but even so far incredibly hard to do as part of a team. If you just do everything on your own you are not likely to get very far, but at the same time, don't expect us lot to help you if you don't feel you want to help us with cards you have already solved.

Nicely put spugmeistress. I think I'm getting close with this card but its driving me mad. I'm gonna get my bro to ask his physics teacher!!!
EDIT: reekorl's answer is close???? I thought it was far too simple....damn them!! I think I've got it now, gonna try answering before I post my solution here.
