Yes I have IM programs, but I am not on them actively unless they are needed for a game I am already playing. My playtime is limited and I can spend it all talking and none of it surfing for stuff I am needing info on.

A killer combination of lack of time (me), programming skills (me) and/or willing programmers to help (anyone), and percieved interest/need/competition in the community.
I am not a solid web developer type (I can hold my own on html and some css - but throw anything server side at me and I'm struggling at best). I was attempting to put together the code myself but knew that I couldn't build it properly or securely. I could pull something together that was simply grabbing stuff off a database, but wasn't confident when it came to adding users (it was as much a player database as it was a pm and game one) and such. I asked around a bit but couldn't get anyone with the skills interested in the project (they had their own things going on) and the few that I did quickly disappeared. Then I started getting more opportunities (paying jobs along the lines of what I want to do) which ate into the time I could devote to learning to do it myself. I was also a bit put off when people that knew about the project went ahead and started creating a similar site on a wiki - that kind of sealed the deal, I couldn't and didn't want to compete on my own with something that could be completed far sooner. When that project stalled as well - even though it was wiki-based and *anyone* could add info and such to it, it implied that such a resource wasn't wanted/needed in the community.
So, I dropped the ball, but there wasn't really anyone else on the playground and I didn't much think that it would be noticed. :/
I'd still love to see it come together and have the domain and all the files and such (design docs, first go ahead at some of the code, database bits, etc). If anyone is willing to help pull it together, that would be fantastic. I can't really promise much time or talent into building the bones, but would certainly help out when and where I could and have no problem holding on to the hosting and whatnot for it. So, if there are any decent php/mysql types out there that want to take a swing at this, let me know.

Are you wanting it to be more a wiki-sort of resource? Or are you thinking it should be built from the ground up? I'd gladly offer my skills as a web developer, but I'm more of an asp/mssql guy than php/mysql If it's a wiki though, then it's all good
I think it would be nice to have...
You say you were thinking it would be a player database as well? That would be interesting... it would have loads of user data, that's for sure. But it would definitely give PMs a good resource for contacting players and such in games...
I like the idea, but that's just me
