Looks like this one to me:

The black stub in the corner is the separate month and year sticker which they began issuing in 1980.

I'm going to see if we can figure out what county this truck is from.

The "blue frames" look like a lot of nothing but dust and grime from film, I own a lot of stock footage of that sort of stuff. It's just used for making stuff like this, and making things look like it was shot on film. Not impossible that they hid something in it, but I doubt it.

I've pasted all the interval images into one gif. It doesn't make much sense but maybe one of you can make something out of it.
There are a few distinct ones that show a camera lens in the upper right corner. I've tried merging them to one but that didn't give anything comprehensible.
