If I would have used 'terrorist' and 'milkman' instead of 'dairy truck' on my first search, I might have gotten this earlier. When you posted the last shot, at first I thought it looked like William Petersen from CSI, but I couldn't find a movie with him in it titled The Milkman Always Bombs Twice or anything like that.
Still not 100% sure - but now I'm thinking that's Russell Crowe in Body of Lies.
