Now that I have the seal this is just an intellectual exercise, but what do I need to do to the image to find the answer?

Also, is there a particular part of the image I should be looking at?

Yep, slapped me in the face by accident when I was taking another look through the countries trying to find something "interesting" -- M-land or Test Mind Territories or the like

So I'm still trying to find the worldly seal (wondering what part of the my account screen I'm supposed to be looking at) and I see that I have become Elite.
