It wasn't ten extra. It's including your constellation keys into your overall total.

I bought 20 (10 for constellation and 10 for facility). I've received both badges, so I have no idea if more are available. I have a feeling 10 is enough, having already noted that they gave us ten extra.

If you are talking about the 5-10 facility key achievements, I contacted Support a couple of days ago and woke up with it fixed. They sent an email yesterday
"Thanks for bringing this to our attention. We'll review those legacy issues over the weekend - it should be working correctly now but you're gotten stuck in the ether. We'll get back to you with good news soon - no need to do anything further. Test Subjects Needed"

I dont have those badges. Its probably because I didnt enter 5-10 codes for the facility keys
