No, ibit is some piece of freeware done by some guy named Michael Sanchez.

Neither of those appear to have anything official to do with Disney or FL.

It's (for some reason) only available to US store people. Here's what you do:
in iTunes, log out of your account.
Switch to the US app store (on the main page of the store, at the bottom i think)
Search for the TRON app, go back to the page for the app.
click 'download' or 'free' or whatever.
It'll ask you to login to to the US store.
Create a new account. for payment type, select 'none'.
use a US address (Make one up, or use Disneyland or Shea Stadium, whatever)
it'll download the app.
Install. run. enjoy!
As a side note, I dug into the app bundle (.ipa file is just a renamed .zip file) and you can see the audio sound effects and music files, along with the PNG images used for the graphics in the app. In there was a PNG named something like "comicon_menu.png" containing the text:
thank you for checking in at comiTRON. show this at the tron booth in space 3712 at the top of each hour (from 10am to 4pm on friday or saturday) for a chance to get your front-of-line pass into flynn's arcade.
(typos are mine)
No idea how to unlock this or make it appear within the app itself. Not ARG related, but interesting nonetheless.

I tried to get it last night in Canada. Itunes told me to that it was not available and to switch to the US store. After doing that, I tried to download it but it failed.
And it failed with a very non-helpfull generic error like 'Itunes could not download this item' or something of the sort. I can't remeber exactly what it said, I just remember that it made me mad.
I have not found a solution yet, but I will post it if I find one.
