Heh, I just got a little reminder email from Elfster about this, too.

I'll go ahead and open it back up for this year. The signup deadline will be December 1, and the recommended spending limit is $25 (although you're welcome to spend more if you like). If you are creating a puzzle trail or something of that nature, please count that as a monetary contribution!
