I think it's fairly obvious that the full text of the window would be "Department of the Navy - United States of America"

Interesting, there actually is a program known as the "U.S. Navy Marine Mammal Program"

The purpose of the program is to determine the use of marine mammals in different military applications (ship and harbour protection, mine detection and clearance, and equipment recovery). Check it out on wikipedia:

The majority of the research was performed using (you guessed it):
